A Blueprint for Inclusive Leadership and Management

Gender Equality is a fundamental right and a key driver of economic competitiveness, democracy, and social fairness. With that in mind, the European Commission has unveiled its latest communication to the European Parliament and the Council: A Roadmap for Women’s Rights.

This communication aligns with the broader Union of Equality strategy. It contains the basis for a strategic plan to reinforce the EU’s commitment to gender parity with several references to leadership and management.

The European Commission expresses its commitment to leading by example and striving for gender parity in management, pursuing the work to identify and assess the impact on gender equality in impact assessments and evaluations.

“There is no reason why a woman should be paid less than a man. Or why she should have lower health standards or face violence, because of her gender. We know that societies where women and men are treated equally are better, fairer and more successful. So let us tap into the vast reservoir of talents and skills of everyone, men and women alike. Today’s Roadmap shows our strong commitment to continue building a European Union of gender equality and women’s rights.”

Together with the roadmap, the European Commission also published the 2025 Gender Equality Report, which underscores the vital role of leaders and managers in shaping a more inclusive and equitable workforce.

The report highlights persistent challenges: women earn 12% less than men on average and face a 25.4% pension gap in old age.

The gender employment gap remains at 10.2 percentage points, with women significantly underrepresented in STEM and executive roles. Addressing these gaps requires structural reforms and inclusive hiring policies; leaders and managers can make a difference.

Firms with gender-diverse leadership outperform their competitors, boasting higher profitability and better stock market results. Inclusive corporate leadership is not just a social responsibility but a competitive advantage.

Women are disproportionately affected by career breaks due to caregiving responsibilities, limiting their ascent into leadership. Companies must adopt family-friendly policies, such as flexible work arrangements and mentorship programs, to ensure women are not left behind.

Biases in performance evaluations and workplace culture continue to hinder women’s progress. The EU Commission is endorsing CEC‘s vision, asking businesses to implement bias-free appraisals, gender-sensitive HR policies, and leadership training for women to create a “level playing field.”

The tech sector remains male-dominated, with women making up only 19.4% of ICT specialists.

Targeted leadership programs for women in technology are crucial to driving Europe’s digital transformation. Similarly, improving financial access for female entrepreneurs can unlock new economic opportunities.

Studies indicate that closing the gender gap could increase EU GDP by up to 9.6% by 2050, making it a strategic priority for businesses and policymakers alike.

The Role of Leadership and Management in the Roadmap

The document explicitly highlights the importance of ensuring women’s full, equal, and meaningful participation in leadership roles, recognizing that an excellent gender balance in decision-making positions fosters more resilient and prosperous societies.

The EU Strategic Approach to Women, Peace, and Security (WPS) is a framework that emphasizes women’s leadership, rights, and agency in all areas of peace and security.

By highlighting it, the European Commission acknowledges that harnessing all women’s potential as workers, entrepreneurs, and leaders is imperative for the EU’s growth and stability.

#BeyondBias for a Gender-Inclusive Leadership
